Section 55
Power to make regulations

(1) Subject to this Act, the Council may make regulations regarding the personnel administration and financial administration of the Council.
(2) The Council shall obtain the approval of the Government of Nepal, the Ministry of Finance through the Ministry regarding the financial burden on the Government of Nepal while making the regulations as per sub-section (1).
(3) The regulations made by the council in accordance with sub-section (1) shall come into force after being approved by the Ministry.
